GSA Structure

The Delta-Mendota Subbasin governance structure is designed to support coordinated implementation of the Basin’s Groundwater Sustainability Plan while maintaining local representation and agency participation across the Subbasin.

Coordination Committee

The Delta-Mendota Subbasin governance structure was established through a Basin-wide Memorandum of Agreement (MOA) adopted by the participating Groundwater Sustainability Agencies (GSAs). The MOA created a coordinated governance framework intended to support implementation of a single Groundwater Sustainability Plan while maintaining local agency representation and decision-making authority throughout the Basin.

Under this structure, the Basin is organized into seven GSA Groups representing the 23 GSAs across the Delta-Mendota Subbasin. Each GSA Group designates representatives to participate on the Delta-Mendota Coordination Committee, which serves as the primary Basin-wide coordination body responsible for collaborative planning, technical coordination, and SGMA implementation activities.

This governance structure is intended to support Basin-wide consistency while allowing individual GSAs to continue managing local groundwater issues within their respective service areas. Coordination between agencies supports implementation of the Groundwater Sustainability Plan, compliance with SGMA requirements, public engagement activities, and long-term groundwater sustainability planning throughout the Basin.

Technical Workgroup

The Coordination Committee is supported by a Technical Workgroup consisting of technical staff, consultants, and subject matter experts who assist with groundwater modeling, monitoring coordination, data management, annual reporting, Sustainable Management Criteria evaluation, project and management action development, and other technical implementation efforts.
