Collaborative Groundwater Management

The Delta-Mendota Subbasin is fully covered by 23 Groundwater Sustainability Agencies (GSAs), each acting as the exclusive GSA within its respective portion of the Basin. The GSAs work collaboratively through a coordinated governance structure to implement the Basin’s Groundwater Sustainability Plan and respond to ongoing groundwater management challenges.

In response to California Department of Water Resources determinations and ongoing SGMA implementation needs, the Basin GSAs adopted a Memorandum of Agreement establishing a coordinated governance framework centered around seven GSA Groups and a Basin Coordination Committee. Agencies coordinate on groundwater planning, monitoring, reporting, projects and management actions, technical analysis, and public engagement activities throughout the Subbasin.
